My apologies, Daniele. I should have made this clearer at the time, although I think the problem was discussed in at least one other thread. This was one of a number of Captcha related glitches that arose from Webs implementation of a CloudFlare firewall around April 2018 - in their usual half-arsed manner. Although I have sent numerous reports of the error, it still remains unresolved and it doesn't look like Webs are ever going to make any attempt to fix it. The upshot is that new or even long established normal level forum members are unable to start new topics. Yes I can (as I showed above, in this test), but then as site owner, I have an admin level user ID which allows me additional functionality and obviously the ability to over-ride it.
